Job order contracting
The job order contracting (JOC) method of contracting is authorized by state law (RCW 39.10) and permits the University to award two contracts based on competitive bidding of a markup of a standard industry price book (e.g., R.S. Means). The maximum amount awarded for each contract cannot exceed $4 million annually. Individual work orders for specific construction projects valued at less than $500,000 each may be authorized. Any work order over $350,000 and including over six hundred single trade hours shall utilize a state registered apprenticeship program for that single trade.
At least 90% of the total dollar amount of the job order contract must be performed by subcontractors. The University’s current job order contractors are Centennial Contractors Enterprises, Inc., and GLY Construction, Inc. Small Works Roster information
The Small Works Roster is used for soliciting bids from Washington State licensed contractors on public works construction projects valued between $45,000 (for a single trade) or $90,000 (for multiple trades) and $350,000. Small works projects are not publicly advertised; notices about Small Works bid opportunities are sent to all contractors on the roster.
Bids for Small Works will only be accepted from contractors who are on the roster at the time of bid submittal. Bidders must also meet all responsibility criteria set out in the bid documents and as required by law.

Effective October 1, 2021, UW Facilities will be using Municipal Research Service Center (MRSC) to manage its Small Works Roster. To receive automatic notification of small contracts and projects with UW, please register your company with the MRSC Rosters link.

Critical Patient Care and Specialized Medical Research Facilities Roster
The University of Washington has established a Critical Patient Care and Specialized Medical Research Facilities Roster for general contractors, as authorized by RCW 28B.20.744, which will be used to solicit and award contracts for construction, building, renovation, remodeling, alteration, repair or improvements for projects at the UW Medical Center (UWMC), Harborview Medical Center (HMC) and other facilities. The roster will be used to solicit contractors for projects through December 31, 2026.
These projects will be located within existing, occupied portions of the UWMC, HMC and other facilities with work occurring adjacent to critical care and research facilities and supporting spaces. The Roster will be used for projects with an estimated construction cost of $5 million or less. Two roster groups have been established - Group A and Group B. Group “A” roster work shall consist of projects containing life-critical elements, e.g. oncology suites, operating rooms, etc. Group “B” roster work shall consist of all other work inside critical care and lab areas.
Firms interested in placement on the roster must submit their Statement of Qualifications in response to the Request for Qualifications which is accessible at the link below. Statements of Qualifications will be accepted at any time and will be evaluated as described in the Request for Qualifications.

Energy conservation contracting
As authorized by state law (RCW 39.35C), the University constructs projects that reduce energy consumption or costs, and increases efficiency in the use of energy through activities, measures, or equipment designed to achieve conservation goals.
After substantial completion of construction, each project is monitored for a period of time to verify that the conservation goals have been met. Examples of projects that the University has constructed under this contracting method include: chiller and cooling tower upgrades, HVAC system modifications from a constant volume to variable volume system, and lighting and plumbing fixtures replacement. The energy services prime contractor is chosen through a competitive bidding process. The prime, in turn, contracts with subconsultants and subcontractors as needed to perform the work. The University’s current energy services contractor is McKinstry Essention, Inc., and the contact is Mark Jonson, 206-832-8450.
Consultant file for architectural and engineering services
The University uses the Washington State Department of Enterprises Services (DES) A/E Reference File (the File) for selection of the most qualified consultants for some individual projects where the total project cost (design, construction, and other costs) is less than $5 million. Firms interested in these projects should apply for inclusion in the File by filing Architect-Engineer Qualifications (Form 330) (pdf) , or should update their information already on file to reflect the type of work for which the UW will be selecting consultants. Firms interested in working on University projects must provide additional information in Part I, Section H of Form 330 addressing the following topics: the firm’s approach to managing subconsultants, budget and schedules, permitting knowledge, sustainability design experience, and the firm’s QA/QC program.
Firms may submit a Form 330 to the File at any time during the year.

For projects exceeding $5 million, the UW will solicit qualifications for the project in an advertisement in the Seattle Daily Journal of Commerce . Firms do not need to be included on the DES Roster in order to respond to project specific advertisements for qualifications.

Access Equity (powered by B2GNow)
The University of Washington has partnered with the Office of Women and Minority Business Enterprises (OMWBE) by implementing a diversity management and compliance system, Access Equity (powered by B2GNow) for tracking payments to subcontractors, consultants, manufacturers, regular dealers or service providers on the contract. This includes all disadvantaged, minority, and small, veteran or women’s business enterprise firms. Subcontractors will have an opportunity to acknowledge receipt of the payment and verify the amount paid.
