UW Facilities, Project Delivery Group, will be issuing a Request for Qualifications (RFQ) in late April 2026 for the purpose of selecting a Design-Builder to provide progressive design-build services for the design and construction of Pivot – Hot water Loop Phase 1.
Desired qualifications of the Design-Build team include experience leading a high-performance design and construction team, the progressive design-build process, district energy systems, renovation in an active industrial steam plant, direct bury hot water distribution loops, achieving excellent safety outcomes with proactive practices, and coordination with ongoing capital projects. The team responding to the RFQ ideally includes a general contractor partnered with mechanical and civil engineers, with the remaining team members selected after award.
This project will advance the University's transition from fossil fuel-based steam generation toward a low-carbon hot water distribution network. This project includes the design and construction of a 6MW electrode boiler, electrical improvements, heat exchangers and pumps in the main campus power plant. In addition, the project includes the direct bury installation of supply and return hot water piping from the power plant to the new Chemical Sciences Building and is designed to accommodate 14 future connections for central campus buildings and future expansion of the campus-wide hot water system. The design of all project components will ensure flexibility and implementation of future clean energy projects within the power plant and campus grounds.
