Parking Citations and Appeals

All parking citations must be fully paid or contested within twenty (20) calendar days from issuance. Additional Parking and Traffic rules for UW Seattle are listed under Washington Administrative Code 478-116.

Paying a parking citation

You may pay by check or money order (USD only) payable to the University of Washington. Please, do not send cash through the mail. Payment by phone is not available. Send payments to:

If mailed, the postmark date is used as the date a payment is recorded by Transportation Services. In-person payments are accepted during business hours 7:30 a.m. to 5 p.m. Monday through Friday. The office is closed on weekends and university holidays. Credit card payments (Visa, MasterCard) are accepted by accessing the link above or visiting the Transportation Services office. Payment over the phone is not available.

Contesting a parking citation

If you believe you were parked properly – i.e., in accordance with UW parking rules – and were incorrectly cited for a parking violation, you may contest the citation. Petitions must directly and accurately describe the facts of the case. Opinions, circumstances within your control (such as running late), and a lack of knowledge of UW parking regulations are generally not valid reasons for an appeal. Please note: Electing to appeal a citation waives the eligibility to pay the discounted fine amount.

For an appeal to be successful, there must be substantial and valid evidence that the parking violation was not committed, it occurred due to circumstances beyond the customer’s control, or there were other extraordinary circumstances that should be considered. Your evidence must be submitted with the petition whether filed in person, by mail, or online. Evidence must be provided when the petition is submitted. Examples of evidence include:

  • doctor/hospital notes or receipts
  • mechanic repair receipts
  • tow receipts
  • other official forms of documentation
  • photographs of permit, signage or parking stall
  • emails
  • parking permits

The following are generally not considered valid reasons for appeal:

  • I didn’t know the rules.
  • There were other cars were parked like this.
  • It was only for a short time.
  • I’ve never been ticketed for this before (I always do this).
  • I was running late.
  • I didn’t have enough money.
  • There was nowhere else to park.
  • There was a passenger left in the car.
  • I left a note on the windshield.
  • I had my hazard lights on.
  • I wasn’t taking anyone’s space (there were plenty of spaces).
  • Others didn’t get ticketed for doing the same thing.

Instructions for contesting a citation

  • Petition forms are available and accepted at Transportation Services during business hours.
  • Please explain your basis for appeal with as much detail as possible.
  • Please include originals or copies of any documents or evidence (i.e. parking permit, photographs, maps or letters).
  • Please retain a copy of the entire petition and any evidence for your records.
  • NO EMAIL: All petitions require a signature by the petitioner prior to acceptance. EXCEPTION: No signature requirement for petitions submitted online.
  • Petitions sent by mail or fax transmission (206-543-2409) must be postmarked or received by Transportation Services within 20 calendar days of citation issuance. The postmark or fax transmittal date/time will be used as the received date.
  • Upon receipt, the petition is scheduled for review by the Citation Hearing Office. The payment deadline for each petitioned citation is placed on hold while under review.

Vehicle impounds

A vehicle found on University of Washington property shall be impounded in cases of:

  • Failure to pay fines
  • Public safety concerns
  • Vehicle abandonment
  • Forged/stolen/altered permits
  • Obstructing traffic
  • Vehicle reported stolen
  • Vehicle constitutes evidence/contains evidence

To verify that your vehicle has been impounded, contact Transportation Services during office hours at 206-221-3701 Monday - Friday 7:30 a.m. until 5 p.m. Outside of these hours call 206-685-1553 from 5 p.m. - 9 p.m., and on Saturdays from 7 a.m. - 11:30 a.m. Impounds can only be released during office hours.
Please note that our main office is closed on weekends and holidays.

All outstanding fines must be paid in full upon release from the Transportation Services office. Motor vehicle release documentation shall be issued by Transportation Services upon receipt of full payment. Only the registered owner(s) or authorized agent, who provides proof of a valid driver’s license, shall receive release documentation. A person authorized by the registered owner(s) shall also provide a written authorization, accompanied by valid photo identification, to initiate third party vehicle redemption.

A valid driver’s license is required prior to payment or release.

If your vehicle has been impounded, you have the right to contest the validity of impoundment or the amount of towing and storage charges within 20 days of the impoundment.

Other information

Anytime you contact Transportation Services, please have your license plate or citation number available. All citations include the license plate number and a designated citation number on the ticket.

Parking citations are contested through written petitions. Completed petitions must be received online or turned in to Transportation Services within 20 calendar days from citation issuance.

Failure to respond with full payment or petition within 20 calendar days will result with imposition of the original fine and an additional $25 late penalty. Other penalties include vehicle impoundment at the owner’s expense. In addition, the registered owner(s) are subject to action by a collection agency, and campus parking permits and/or permit applications are subject to recall or denial. Students’ registration, transcripts, and graduation can be withheld until past-due parking citations are paid.
